I have full admin rights to the entire Fabric workspace. But when creating a semantic model all the options like new measure, new column, edit tables etc are unavailable as can be seen in the picture below.
I also created all the tables and the model itself so it should not be a rights issue.

I think your semantic model is in View conditon, that's why it's not showing to edit option. pls see below image.
In this image it's in viewing model and options are not enabled.
So, after enable selecting the Editing option, now all options are available for editing the sematic model. Pls see below image.
