Even better if the comments were visible on hover as “properties” of a step.

Would be a massive improvement!

today we can manually add a step. I would like to see a button that adds a "Comment" step. That way we can see it in the steps on the right side. Seems like this would be pretty easy to add.

Done! In the April 2020 release. Excel insiders with 2003 or later also have it.
