telecom cell sites - shape map without lat/long and background map is of NO use

I am using a topojson file with cell site shapes/sectorization to create a custom shape map . But my map does not have lat/long , nor does it show a background map layer . This functionality is critical to telecom domain. The lat/long is present in the topojson file , you need to be able to read it and display the cell sites on a map layer using these lat/long provided .
