The security model for custom visualizations is too restrictive - users need a way to accept a visualization once only. When I add a custom visualization to a report, PowerBI requires me to enable custom visualizations each time I want to view the report. Worse - if I navigate away from the report and come back to it - I have to re-enable custom visualizations, and any customizations I made to the visualization are lost.
