This is currently available through a new feature that its called Preview Only step where you can add a step to filter for the Top N rows of your table and only load those during the authoring of your Dataflow without ever impacting the run of your Dataflow. Status: Need Clarification

Could you share some repro steps so we can take a closer look at your scenario and why it might be taking 15 minutes to load in the Data preview of the editor and then timeout?

For a source such as SQL Server, the Get Data experience should be fairly quick to get you to the Navigator, have you select your tables, Views or Functions and land those to a data preview with foldable operations.
