When a person deploys a Semantic Model, this person might create a Connection that is accessible only by this person. The problem is when the person leaves, or when someone else takes ownership over the Semantic Model, the connections are lost, and the reports using the Semantic Model do not work anymore.   Today there is no way a connection can be used or ownership taken by the Fabric Administrator (except if the person who created the connection is kind enough to share its ownership with someone else)   As for taking the Ownership of a Workspace by Fabric Administrator, Fabric Administrator should be able also to take the ownership over a connection created by someone else. ... As explained here, currently, if we want to allow PowerBI users to create alerts, we must authorise them to create items in Fabric (without being able to restrict other items such as Data Pipeline, Copy Job, etc.).
