change window size freely

Just try to use the Quick Measures, a new window pops up. But its size is too big that the "OK" and "Cancel" (guess to be so) buttons are hidden. Tried to use the normal method like for all other windows resizing by holding the "Ctrl" and turning the mouse wheel, the size cannot be adjusted, which is annoying. It would be nice if the size can be adjusted accordingly. Thanks,
