Power BI relies on users being part of an organization. The challenge with personal email accounts is that there is no clear organization to which to add users. Customers who are using personal accounts can be invited to access content within an organization bases on the Azure B2B support within Power BI. For customers who don't have an organization, you can establish an organization in www.azure.com then create an Azure Active Directory (free). Within the AAD you can create a new user. With this new organizational identity, you can sign-up for Power BI.

I would vote for personal use as well. Businesses are not the only persons who want to visualize data.

Some Start-up companies, as well as a lot of studios, may use publicly available email service. I think this part of users should be allowed to log in Power BI as well.

We would like to invite independent consultants to view our dashboards, but cannot due to the email restriction. Please provide the option to invite these individuals. Thanks!

Yes, I use one or two hotmail address for all of my interaction with Microsoft and their products, and I am also an IT pro. So therefore my evaluation of technology is based on data sets that I produce or can acquire, not data from an operational business. I don't know the motivation for requiring a "business e-mail address" or how you manage to determine if an e-mail address is a "work e-mail" other than maintaining a database of free e-mail providers. At this point the only thing that this policy accomplishes in my case is to make it more difficult to evaluate your product, which makes it impossible for me to use it or recommend it to others.
