Absolutely, it should be available for individual users as well. This will help in understanding and using the tool more effectively and eventually individual consumers can end up buying the product if the tool is efficient.

The use of personal accounts is a definite plus. I'm limited on what I can do with my work laptop & account, so I have to use my personal GMail account for purposes like this.

Absolutely. People who do freelance/consulting work, or are learning a program as a student but not through a traditional school setting, will often use their personal account. At minimum, at least allow people who have purchased a business/pro plus version of Office 365 and thus use an onmicrosoft.com account to use that.
