Workspace role & domains to assign to a workspace folder

To simplify Fabric workspace governance, we should have the ability to assign roles either globally at the workspace level (as is currently the case), or to specific parts of the workspace (such as by folder).

In the same vein, domains should also be assignable at a more granular level. I acknowledge that this would imply treating the Fabric folder as an artefact, which is not currently supported.
