With Org App multiple audience feature, allow guest users to install app when one of the audiences views is published to entire org while the other audience view is published to the external guest users

Suppose I have an org app with two audience views - One view is for the entire org, and one is for the external guest users. Currently, if the app is published to the entire org, then due to security reasons the guest users are not allowed to install the app. However, with the multiple audience feature, the guest users should be able to install the app with the 2nd audience view that is not published to the entire org.
