User Interface: Elipsis options need to be more accessible

If you have a list of artifacts that is longer than a page, and you click the elipsis next to the last item visible on the page, the set of context menu options flys UP and all are visible, like this:

But if the object is like maybe the second from the bottom, the options fly DOWN and are hidden, like this:

PLEASE make this user interaction more pleasant!
