User Access Management for Workspace Member Role

Idea

Add full user management capabilities - add, modify, remove of viewers, contributors and members - to role workspace member.

Why?

It is logically inconsistent that a workspace member currently is allowed to add users but not allowed to remove or to modify them.

Please do this. Current model incentivises adding everyone new as a member to avoid having to ask the admin later.
