Use RLS to set default filters

Allow developers to set the default filters based on Row Level Security.  For example, managers in Sales would see sales numbers for their region and could also look at other regions or the overall for context.

This is something we've been struggling with for a while, especially for VPs who do not want to set multiple filter selections just to see their main info every time.
