Unable to share my dashboard

I'm unable to share my dashboard. The one I share with have already signed in to Power BI. When I share my dashboard with him, he gets a link to the dashboard via email. But, when he clicks the link, he gets an error message saying "You don't have access to this dashboard". We both use free Power BI and we don't use office 365.
