Unable to export Pdf from Paginated reports including API

The customer is facing difficulties exporting PDFs from paginated reports, including APIs, due to only having Pro and PPU licenses. These licenses do not support PDF export, which is a known limitation. The customer would need to upgrade to a Premium capacity to overcome this issue, but they find the cost for API access alone to be somewhat prohibitive.
