The difference is to allow more customization for Tooltips created created in other report pages like this (https://docs.microsoft.com/en-us/power-bi/desktop-tooltips). None of the transparency customization selections carry over to the other page. This would allow for better ease of use and customization that the base Tooltip lacks (I.e. no ability to choose different items to show up that are not on the chart and including all chart items instead of selecting the most important)

- Supported! Being able to make Tooltip Pages transparent when viewed as a tooltip on top of a visual would greatly improve the end-user experience. Sometimes you don't want tooltip pages to be as dominant as they currently are when hovering over a visual.
