Tooltips for Table and Matrix Column Headers

This is so obvious I can't imagine why it doesn't exist. Make a popup component that displays when you hover over a column header for a second or so. Allow it to be configured per visual so a column definition can be shown for the appropriate context.

These exist under the general formatting options, but are disabled by default. It would be nice to configure them by column, though, or at least pass through the column context to the tooltip.
