The Postgre connector is not functioning with encryption enabled in Power BI Desktop.

In the newer PostgreSQL versions, the "ssl_renegotiation_limit" setting has been removed. The PostgreSQL connector in Power BI is still referencing this setting, so an update is needed for the connector to support encryption with the latest PostgreSQL versions.
