Tenant admins need observability of Deployment Pipelines

Why can't tenant admins see all existing Deployment Pipelines on the tenant? We can see workspaces, gateways and gateway connections, but not this. We should be able to see them, know what workspaces are assigned, if they're orphaned, and control who has access to them. Our workaround has been to add a security group to be able to then use an API call that loads data of all the deployment pipelines we have access to into a custom report.
