Table conditional formatting improvements: better precision controls (greater than, less than, greater or equal, less or equal, equal, not)

When specifying a conditional formatting, we should have a better control of the colour gradients and precision on what colour constitutes what value. For example: * RED: Less than 0.5 * AMBER: Equal or greater than 0.5, less than 0.8 * GREEN: Equal or greater than 0.8 We might also not want to have a gradient established throughout the scope of values -- and only work with fixed, "solid" colours instead. We should basically allow conditional formatting to use: <, >, ≥, ≤, =, ≠
