Table/Matrix Gracefully handle resources exceeded error

Often, we have very large matrix tables which requires the user to filter the data, however the first thing the user sees is the dreaded "Visual has exceeded the available resources" message and they immediately think the dashboard is broken.

Instead of displaying "Visual has exceeded the available resources", put an exclamation icon on the visual to indicate only a subset of the data is available and either:

1. Display the Fist X rows
2. Introduce a paginator
3. Do something else more graceful

This is handled better in other applications.
