Tab button inside MLFlow tags should move us from Name to Value

Enhance the MLFlow tag input experience by optimizing keyboard navigation. When a user clicks "Add MLFlow Tags" and enters a name, pressing the Tab key should move the focus directly to the Value field—bypassing the Add button.

This streamlines data entry, reduces friction, and aligns with expected form behavior for power users.
