Support for File URL (file://) in Button Action

Currently file URL (file://) are supported in the Table and Matrix visual but it would be nice to be able to use them as an Action on a button, since the button offers more option than the table URL icon. For example, we could create a Question Mark Button that links to a local Word or Power Point help document on the local network.
