Slider Date Range: More intuitive End-User interaction

Currently, when a user selects the years of 1999-2014 from a slider and then wants to change the range to the years to 2015-2016 by adjusting the beginning year first, since 2015 is larger than the end of the original year spread (2014), it will not accept it and reverts to 1999. The user is forced to type in the ending year first, then the beginning. This is not intuitive and trips up our users.
