The idea that all viewers of a SharePoint site with an embedded Power BI visual should have a Power BI Pro license is just wrong. Please make it so that simple viewers can get by with the Free licens...

Advocate ISupport told me Premium or Premium Embed allows this to happen. You assign capacity to a work space and embed the reports from there into a SharePoint Modern Team Site. You assign the free users to the work space, grant them a Power BI (free) license, and when they access the SharePoint site, they will use the premium capacity. Unfortunately I've yet to prove this works even after following all of their instructions. On top of that, there is no documentation online confirming that this works.
