Send a different email message if scheduled refreshes get disabled

Currently you're sent the generic "Refresh failed: report_name has failed to refresh" message, like any other failure messages and you have to open and read the body of the email where it tells you that the refresh has been disabled.


Disabling a refresh schedule should get its own message with "Refresh disabled: report_name" in the header so it's really obvious.

Not only is the body of the email not directly related to the refresh failure but the message is CONFUSING. Email sent when the refresh last failed e.g. 20:09 UTC and it is stated that the NEXT refresh will be at a time in the past e.g. 20:00 UTC. I would expect the error information to be included as usual with a separate follow-up email to notify us that the refresh has been disabled.
