Schedule refresh time format should be in 24 hour Format.

Schedule refresh in Power BI Service - Use 24 hour format instead of 12 hour format with AM/PM, we should be able to set in 24 hour format so that it will be convenient to users who use 24 hour format. 

Also it would be convenient if we were able to set schedule refresh like 14:15 or 15:05, instead of 30min intervals.

Having a 24hour format setting scheduling is important for Europe customers, - as well as Latin America, Asia and Africa, as most of the countries here use the 24 hour format.
