Hoping to clarify for the OP and other commenter: Checking the "Enable SQL Server Failover Support" is functionally equivalent to using "ApplicationIntent=ReadOnly" in my experience. We use this setting religiously against Azure SQL Database Premium tier, and PowerBI consistently queries the secondary. (My request for MSFT is to make this checkbox checked by default. I can not conceive of a common scenario where you would not want to use the secondary.)
