TrackingID#2505090040011984 -- Microsoft has confirmed that the behavior you’re experiencing is a known limitation of the SSRS/Paginated Reports PDF rendering engine where we are not able to set static headers that repeats on multiple pages.
We have all pages to have a standard 8 1/2 x 11 and with that said, we are seeing where a specific data set runs into 2 pages, we lose the header information.
There isn't a way to set a static header without doing customized work.
Request for a setting/configuration to have a static header regardless of page size.
