Enable notifications so that; - An owner of a goal is notified when there is a new comment on their goal or a subgoal rolling up to it. - An owner of a goal is notified when there is a status change on a subgoal of thier goal - A owner is notified of a new goal assigned to them

- Notifications not only for the owner. I suggest that you should be able to subscribe to a goal (like you can in sharepoint)
