PowerBI Desktop - CICD - PBIP - New Report with local semantic model

The new report creation experience in PBIP / Git integration world is convoluted. 
we should just be able to create a new report in powerbi deskto and choose a semantic model in our git repository.

 

the current process is convoluted which requires us to create a report using live connection - publish and then the pbir definition file getting updated with bypath reference
