When a PowerBI dashboard is published to PowerBI.com using a static data (non refreshed cached data set) and online content, it still complains that a refresh cannot be executed because there is an on prem data resource. This error message should only be displayed if the refresh is set to ON for local/on prem data source and should not be displayed when trying to use the data as a static cache. Alternatively, Desktop needs to provide provision to create a copy paste data table from excel so that the source reference is purely local and static and does not need refresh.
