Power BI change visual layer order to hide/view visuals occupying the same space on the report page

I would like to be able to bring a visual (any visual) forward or send it backwards when a choice is made in a slicer. As an example, I have 2 commitment matrixes, one for all inspections and one for Environmental Justice Inspections that occupy the same space on the report page. The all inspections matrix is above the EJ inspections in terms of layers. To the right of this space, I have a matrix of YTD actual inspections. I also have a slicer for EJ, "Y" and "N". When I select EJ "Y" to filter the YTD actual inspections, I would like the all inspections commitment matrix to be sent backwards and the EJ commitment inspection matrix to be brough forward, essentially hiding the all inspections commitment matrix. When the slicer selection is removed or reset, the matrix layer order should revert to the original state with the all inspections matrix on top and in view.
