Power BI Copilot Not Working Despite Premium Per User Setup

User Info:

  • Name: Eoin Morrissey

  • Microsoft 365 Subscription: Office 365 E5 Developer (no Teams) – activated April 4, 2025

  • Power BI Trial: Premium Per User (PPU) – active, 59 days remaining

  • Workspace Name: Skincare with Copilot_Premium

  • Workspace License Mode: Premium Per User – Reserved

  • Admin Settings: Copilot enabled via Microsoft 365 Admin Center


Steps Completed:

  1. Created a Power BI workspace with Premium Per User capacity

  2. Published report (Skincare With Copilot.pbix) to that workspace

  3. Enabled Copilot for tenant from Admin Center

  4. Confirmed workspace status: Premium Per User – Reserved, small semantic model

  5. Opened report from workspace in Power BI Web

  6. Still getting this message in Copilot panel:
    “To use Copilot, save your report to a workspace with the right capacity and permissions.”


Troubleshooting Done:

  • Confirmed not using “My Workspace”

  • Dataset is showing correctly in workspace

  • Report and dataset published using Power BI Desktop

  • Reopened, republished, and cleared cache

  • Suspected issue with dataset format (import mode?) or Developer E5 rollout limitation


Questions:

  1. Are imported datasets currently unsupported by Copilot, even in PPU workspaces?

  2. Could this be due to regional rollout delays or Developer E5 subscription limitations?

  3. Are there any known issues or steps required to trigger Copilot access for this setup?
