Please let workspace Members re-enable scheduled refresh

Currently semantic models can be re-uploaded to correct problems without having to alter the connection settings, however after 4 failures the refresh is disabled and cannot be re-enabled by workgroup Members... only the settings 'owner' can do that.

It'd be great if Members who fix & re-upload broken reports can re-enable the refresh, too.
