Paginated Report Creator not available for Embedded (Embed for your customers model)

Paginated report creator has just gone into GA on the Cloud (Fabric service). I can create a paginated report off my semantic model in my workspace. 

However, this capability is not available in the embedded experience when using the Embed for your Customers model. 

You can create a Power BI report via PaaS embed so seems strange we can't do that for Paginated Report.  

We need this capability available to support the embedded model.
