Option to Adjust "Line Property" on Project Transactions Without Affecting Amounts

Description:
The system should preserve the original cost when the user attempts to adjust the "Line Property" field on a project transaction. In such cases, only the billing status should be updated, without impacting the financial value of the transaction.

Navigation Path:
Go to Project Management and Accounting > All Projects

Select the project, then click on:
Manage > Adjust Transactions
