Notebooks View - Add support to upload/delete files from OneLake

When working with the Notebooks, developers need to have the ability to upload data files and delete files/folders as they iterate thru the development of the notebook code.

Currently, the notebook view allows us to browse the files/folder, but does not allow for uploading and deleting files.

The only option now is to switch back to the lake house view and upload the files and get back to the notebook view. Too much context switching needed, please simplify.
