Monitoring hub should support capacity admin users.

It will be good to support tenant admin and capacity admin from monitoring hub to check individual job status. From today's monitoring hub, they cannot see anything. 

It is useful to check the capacity usage for individual jobs when the overall capcity usage is going high.
