There is currently no native way to enforce a 'Locked Hierarchy' sort in Power BI. While the Matrix visual provides excellent grouping with expand and collapse features, it does not allow users to sort child rows by a measure such as Sales while keeping the parent rows sorted alphabetically or by a different custom logic.
