Maps integrate two datasets with different refresh rates

I have a map integrated into a CMMS. Need work order data on the map with limited refresh as it is connected live into a database. Have truck position GPS data. Would like to have these two datasets feeding one map where as the truck data is real time and the work order data only refreshes if the work order dataset changes.
