Since PowerBI is not yet HIPAA compliant, we are using the Desktop App to explore data without publishing it to the Power BI service. As we distribute the .pbix files, we'd really appreciate a way to disable ALL publishing of the report data on a per-user or group level.

- For enterprise users this is a much needed feature. We thought this feature is already available under Settings -->Admin Portal -->Tenant settings --> Manage Tenant Settings. This feature will help us to adopt Power BI widely across the enterprise. Without this, every user in the enterprise will have option to move any kind of data to cloud and share with any one.
- It would be good to have a send email button on managed groups to communicate to the group of information
