Make scroll bars for Slicer always visible like table or matrix

Table or Matrix always shows the scroll bar when there are entries that cannot be viewed. The Slicer hides the scroll bar and only shows it when one hovers over the control. Scroll bars on slicer should work like table/matrix for consistent feedback to user when other options are available.

Or if we can have a reason for this feature, so that we can explain the same to the end user? Right now, they seem to think this is a bug and expect it to be consistent with tables/matrix

A holizontal scroll bar should be displayed when Cx sees the slicer in a focus mode.
