Make environment shareable across workspaces

In order to simplify the maintenance of environments (custom python wheels and spark settings) - consider making environments shareable.

Currently, we have a custom python wheel. In the moment, we need to upload via the API to every single environment across Fabric.

If instead, we could upload it to a single environment - and refer to the environment across the workspaces - it would make the experience better.

And the maintenance of the platform will be easier.
