Interactable Tooltips

So my idea is that, when using a tooltip you can lock the unique tooltip and scrool and interact with the data within the data in the tooltip, and for example when having a table as a tooltip you can lock and scrool and interact with the only tooltip appearing on the visual.

    This. Visuals in toolltips look great but then you move your mouse and they are gone. On the opposite side, it would be great if there was also a way to dismiss/suppress tooltips. Sometimes those helpful tooltips can get in the way.
