Improve personalization of the "Usage Metrics Report"

Enable option "Download report" for "Usage Metrics Report" and allow better customization.

Usage Statistics are really lagging and fairly difficult to work with. Not only do we need the ability to use it as normal data, but it feels like microsoft is dropping the ball on a dataset that could truly show off the product

We have found a need to apply sales organization hierarchy based row level security as well as analyze the usage by week and other custom time frames. Allowing further customization to the usage reports would enable our user base to drive further adoption.
