Improve PowerBI Helptooltip scrolldown feature

Currently Help tool tip button (?) available in the powerbi, but it won't work as expected, particularly we have more lines in tooltip page we can't scroll down that popup window.

please fix this issue to use the help tool tip button smoothly.
