Hold Utilization is currently calculating 0/0= 0%

I would recommend changing this to N/A. This is how this data was presented in EDW. It can be confusing to see that 0/0 is 0% when the goal is 90% it looks like you are failing even if you aren't using holds at all. I'm also open to 0/0= 100%
