Granular Report/Dataset Workspace Control

At MINIMUM I'd like to have the ability to STOP a Contributor/Member from deleting someone else's report. I would feel that an Admin would have to have full control, but a Contributor would only be able to Contribute not manage the Workspace. If an employee who owns said content were no longer in the workspace, or in AD, someone needs to be able to manage the report. I envision the ability for anyone with publish rights to have a few check boxes (sort of like a POSIX view of files) "Others in the workspace can [ ] Delete [ ] Duplicate [ ] Modify my report." If that was an option when publishing, it would make life a lot easier.
